The red/green bar? Is an indication of how many posts you have on the site. For example: mine is full green, because I have the most posts on the site, yours is red, because you're still fairly new, and dont' have heaps of posts as yet, but the more you post, the more it will fill :)
As for making proper posts? Heru is right, just fill in all fields, and have a decent length post, and you should get .*something* cuties afterwards :)
