Naruto is not a perv, for the sole reason that, later in the series, (spoiler alert, but not really) he is taught by someone named the perverted hermit, or Jiraiya. You see, Naruto is disgusted by his teachers antics. (He is the author of makeout paradise after all, and he has to go, "information gathering" and not once has Naruto even come close to peeking!) So, Naruto is not a perv, but maybe in the near future he will be?
